A convicted sex offender was charged with threatening to kill Illinois Attorney General Lisa Madigan in court briefs filed in his case seeking to overturn the state sex offender registry requirements.

Maurice Pennington Sr., 56, was ordered held in lieu of $25,000 bail Friday for one felony count of threatening a public official.

Pennington, who also goes by the name Demetrious P. Moore, was convicted of rape and sexually deviant conduct in Illinois in 1982, Cook County state?s attorney spokesman Andy Conklin said.

Ten years ago, he was convicted of criminal sexual abuse of a minor in Texas, according to the sex offender registry.

When he returned to Illinois he was placed on the registry of sex offenders, prompting his lawsuit, attorney general?s office spokeswoman Natalie Bauer said.

?He was questioning the constitutionality of the sex offender registry,? Bauer said.

Pennington, of the of the 10300 block of South Indiana Avenue, filed an appeal with the 7th Circuit Court of Appeals when the registry was upheld. And it was in briefs filed as part of that appeal that Pennington threatened to kill Madigan, Chicago Police officers and Illinois State Police troopers, prosecutors allege.

Upon his arrest Thursday, Pennington admitted he was unhappy with the sex offender registry, comparing it to slavery laws, Conklin said, citing court records.
